(Lawrence, Kan.) – The 2011 City Manager's recommended budget is now online and can be found at www.lawrenceks.org/budget. The City Commission will review the budget at a study session on July 13 at 4:00 p.m. at Lawrence City Hall.

(Lawrence, Kan.) –July and August are peak months for moving out of apartments and homes in Lawrence. The annual migration can strain city services and temporarily clutter neighborhoods.
To provide a smoother transition, city staff recommends:
Tips for moving out
- Usable items such as televisions, furniture, appliances, clothing: don’t discard, hold a moving sale or donate to local charities. Books, CDs, records, videos, tapes in good condition: donate to the Friends of the Lawrence Public Library, call (785) 843-3833.
- Bicycles: donate to the City Street Maintenance, call (785) 832-3031.
- Bulky items that are no longer usable, such as couches, appliances, and automobile tires: call Solid Waste for pickup at (785) 832-3032.
- Paint, used motor oil and potentially hazardous chemicals: call Waste Reduction and Recycling at (785) 832-3030.
- Recyclable items, such old newspapers, plastic bags and beverage containers: log on to www.LawrenceRecycles.org for recycling drop off locations.
- Water service: transfer or terminate service by calling (785) 832-7878 or go online to www.lawrenceks.org/utility_billing/

(Lawrence, Kan.) - The top 36 Junior Duck Stamp entries from Kansas youth are on display at Prairie Park Nature Center, 2730 SW Harper St., through July 20.
Most sportspersons and conservationists know about the Federal Duck Stamp, a stamp required to be purchased by waterfowl hunters. Revenues generated from the sale are used to purchase lands for the National Wildlife Refuge System. The Junior Duck Stamp program was created to help American youth increase their awareness and appreciation for wetlands and waterfowl. The Great Plains Nature Center, the Coleman Company and the U.S. Fish and Wildlife Service sponsor the Junior Duck Stamp program in Kansas.
Christina Stockton, a 16-year-old student at Stockton Academy, claimed the State’s top prize for the second year in a row. Christina has been participating in the Junior Duck Stamp program for the past five years, and this is her second “Best of Show” finish. Her 2010 entry, entitled “Sunrise,” features a hooded merganser enjoying a calm morning on a pond.
Christina’s entry was chosen from 660 entries submitted by Kansas students from 20 public schools, eight private schools, nine home schools or home projects, two art studios and one recreation center. The competition had four age categories: K-3rd grade (174 entries), 4th-6th grade (242 entries), 7th-9th grade (178 entries) and 10th-12th grade (66 entries).
The judges chose three first place, three second place, three third place, and 16 honorable mention entries in each of the four age groups for a total of 100 entries.

(Lawrence, Kan.) – Lawrence Parks and Recreation Department’s Aquatic Division is accepting registrations for the next session of the summer American Red Cross “Learn to Swim” lessons, which begins Saturday, July 10.
Classes include: Parent and Child, designed for children 6 months old to 3 years old and classes Levels 1 through 6, which provide instruction familiarizing children to the water and refining stroke techniques. If parents are not sure what level of swim lessons their child is ready for, they may set up a free skills evaluation. Adult swim lessons are also available. Cost is $40 per session for classes meeting four times a week and $20 for classes meeting on Saturdays. Classes are available at the Indoor Aquatic Center, 4706 Overland Dr., or the Outdoor Aquatic Center, 727 Kentucky St.

(Lawrence, Ks) - Infrastructure improvement projects for the week of July 5.
Project: East 23rd Street Mill and Overlay
Traffic Impact:
East 23rd Street, from Haskell to the city limits, will be milled and overlaid beginning the week of July 5. The project is expected to last approximately four weeks. Milling and patching will occur during the day; overlay operations will occur at night. One lane in each direction will remain open during construction. Delays are likely.
Project: North Second Street and Locust intersection
Traffic Impact:
The North Second and Locust project is scheduled for completion prior to the week of July 5.
Project: Internal Street Maintenance – Curb and Gutter Repair/Overlay
Traffic Impact:
The 1100 Block of West Hills Terrace will have restricted on-street parking and temporary road closure during working hours.
Project: New York Street Brick Project
Traffic Impact:
The 900 block of New York Street is closed to through traffic. The block will be closed for several weeks. The intersection at 9th and New York is also closed to traffic; detours are posted.
Project: 2010 Overlay Program, Phase 2
Traffic Impact:
Temporary single lane closures are to be expected during curb and gutter removal and replacement, concrete intersection improvements, and milling and patching operations. Traffic will be generally maintained except on the day of surface asphalt overlay when a street may be closed. Access to driveways may also be restricted for several days during construction. The curb and gutter/ overlay program will begin in late June, 2010 and expected to be completed in early October, 2010 per contractor schedule.

Project: Crack Seal Program
Traffic Impact:
Contracted maintenance crews will begin crack sealing various arterial, collector, and residential street locations generally located in the area bound by 6th to 23rd St and east of Iowa St. Temporary single lane closures are to be expected but traffic will be maintained. Project: Various Area Patching Locations
Traffic Impact:
This project involves milling and overlay patching of various areas. Temporary single lane closures are to be expected but traffic will be generally maintained. Project: Water line replacement
Traffic Impact:
Iowa Street, northbound outside lane closed from Oxford to Yale; Harvard closed to through traffic from Iowa east to Highland. Intermittent east bound lane closure on Harvard from Westdale to Iowa.
West 22nd Terrace, from Ousdahl to Naismith, no parking and closed to thru traffic from 7 a.m. to 5:30 p.m.
Tomahawk Drive, from Rockfence to Lawrence Avenue, no parking and closed to thru traffic from 7 a.m. to 5:30 p.m.
TRANSIT REROUTES
Bike race to affect Routes 3, 4, and 11
The Tour of Lawrence bike races will affect traffic on Friday, July 2 and Saturday, July 3. Buses will reroute as follows:
July 2
During the Street Sprint race, some roads will be blocked downtown. Route 3 and Route 4 will reroute on the inbound trip. Buses will travel south on Tennessee to 9th, turn east on 9th and proceed to the layover location on the southwest corner of 9th and Vermont streets. The bus stop at the senior center will be missed during this reroute. Passengers should instead go to 9th and Massachusetts to catch the bus.
July 3
During the Campus Course race, there will be significant road closures on campus and in surrounding neighborhoods. Route 11 will reroute on both inbound and outbound trips. On the inbound trip: Bus will travel north on Naismith, west on 19th, north on Constant, east on Irving Hill, north on Burdick at the Burge Union, west on 15th, north on Iowa, east on 9th, south on Vermont, east on 11th and back on route. The bus will follow the same reroute in reverse for the outbound trip. The bus will miss Jayhawk Blvd, Indiana and Louisiana streets during the reroute.
Reroute at 9th and New York
The intersection of 9th and New York streets is closed for road work. Route 1 and Route 11 will use Connecticut to travel between 9th and 11th streets.
Expect delays on Route 5
Road work on East 23rd Street, from Haskell to the city limits, will begin Tuesday, July 6. The project is expected to last approximately four weeks. One lane in each direction will remain open during construction. Delays are likely. Passengers wishing to catch Route 5 on 23rd Street east of Haskell may be affected by the lane closures. Depending on which lane is closed, riders may need to board at an alternate stop before or after the construction area. If the outside lanes are closed, drivers will not be able to pull over to the curb.
