1)   City reminds residents of dangers of storm water runoff
(Lawrence, Kan.) – Recently, the City of Lawrence has seen its fair share of rainfall. At times, the rain has come down so fast and with such force that it has created flash flooding in the city’s streets and waterways. 
The City of Lawrence would like to remind residents of the dangers of flash flooding and encourages all motorists and pedestrians to steer clear of rising water for their safety. 
  • Never attempt to drive, swim, or walk through water that is flowing in a roadway, ditch, or storm drain. You may not be able to see how fast the flood water is moving or see holes or submerged debris. Two-feet of rushing water can carry away most vehicles including SUVs and pickups.
  • Children should never play around high water, storm drains, culverts, or swollen streams and creeks. It is very easy to be swept away by fast-rising and fast-moving water. Keep children away from these areas.
  • Be especially cautious at night when it is harder to recognize flood dangers.
  • Don't drive around barricades. The roads are closed for your safety. 
  • Drowning is the number one cause of flood deaths. Most occur during flash floods. Six inches of moving water can knock you off your feet.
  • Stay away from power lines and electrical wires - electrocution is also a major killer in floods. Electrical current can travel through water. Report downed power lines to your utility company or local emergency manager.
The city would also like to remind residents to keep storm drains clear of debris and grass clippings. Clogged storm drains can cause drains to back up or drain slowly causing water to remain on the roadways longer.

2)   City infrastructure improvement projects for the week of July 19
(Lawrence, Ks) - Infrastructure improvement projects for the week of July 19.
Project: East 23rd Street Mill and Overlay
Traffic Impact:
East 23rd Street, from Haskell to the city limits, is under construction. The milling and overlay project is expected to last approximately four weeks. Milling and patching will occur during the day; overlay operations will occur at night. One lane in each direction will remain open during construction. Delays are likely. 
Project: New Jersey Pipe Replacement
Traffic Impact: East 13th St at New Jersey will be closed the week of the 19th through the 23rd.  Weather Permitting the City of Lawrence Stormwater crew will be installing a pipe under E. 13th St. Work will occur during the day and the street will be open for traffic in the evenings.
Project: Internal Street Maintenance – Curb and Gutter Repair/Overlay
Traffic Impact:
The 1100 Block of West Hills Terrace will have restricted on-street parking and temporary road closure during working hours.
Project: New York Street Brick Project
Traffic Impact:
The 900 block of New York Street is closed to through traffic. The block will be closed for several weeks. The intersection at 9th and New York is also closed to traffic; detours are posted.
 Project: 2010 Overlay Program, Phase 2
Traffic Impact:
Temporary single lane closures are to be expected during curb and gutter removal and replacement, concrete intersection improvements, and milling and patching operations. Traffic will be generally maintained except on the day of surface asphalt overlay when a street may be closed. Access to driveways may also be restricted for several days during construction.  The curb and gutter/ overlay program will begin in late June, 2010 and expected to be completed in early October, 2010 per contractor schedule.

Madeline Lane, from W 9th Street to Yale Road
Schwarz Road, from W 9th Street to Yale Road
Yale Road, from Crestline Drive to Schwarz Road
Streets to be completed no later than October 1, 2010
Arizona Court, from cul-de-sac to W 9th Court
Bremer Drive, from end of pavement to Crestline Drive
Century Drive, from Crestline Drive to Murrow Court
Century Drive, from Rockledge Road to Crestline Drive
College Boulevard, from Yale Road to Harvard Road

 Project: Crack Seal Program
Traffic Impact:
Contracted maintenance crews will begin crack sealing various arterial, collector, and residential street locations generally located in the area bound by 6th to 23rd St and east of Iowa St.  Temporary single lane closures are to be expected but traffic will be maintained.  Project: Various Area Patching Locations
Traffic Impact:
This project involves milling and overlay patching of various areas. Temporary single lane closures are to be expected but traffic will be generally maintained.  Larger patch areas may require localized street closures. Project: Water line replacement
Traffic Impact:
Iowa Street, northbound outside lane closed from Stratford to Harvard; Oxford closed to through traffic from Iowa east to Highland.
West 22nd Terrace, from Ousdahl to Naismith, no parking and closed to thru traffic from 7 a.m. to 5:30 p.m.
Tomahawk Drive, from Rockfence to Lawrence Avenue, no parking and closed to thru traffic from 7 a.m. to 5:30 p.m.
TRANSIT REROUTES
Reroute at 9th and New York
The intersection of 9th and New York streets is closed for road work. Route 1 and Route 11 will use Connecticut to travel between 9th and 11th streets.
Expect delays on Route 5
Road work on East 23rd Street, from Haskell to the city limits, began Tuesday, July 6. The project is expected to last approximately four weeks. One lane in each direction will remain open during construction. Delays are likely. Passengers wishing to catch Route 5 on 23rd Street east of Haskell may be affected by the lane closures. Depending on which lane is closed, riders may need to board at an alternate stop before or after the construction area. If the outside lanes are closed, drivers will not be able to pull over to the curb.
